Travel Insurance for Bohol: Diving, Ferries, and the Evacuation Nobody Reads About

The province is safe. It is also a long way from a hyperbaric chamber.

Bohol has low crime, calm water for most of the year, and competent everyday medical care in Tagbilaran. What it does not have is a facility for anything complicated, which makes insuring a trip here a geography problem rather than a danger problem.

The case for insuring a Bohol trip has little to do with how dangerous the province is. Crime against visitors barely registers, the swimming water off Panglao is shallow and calm most of the year, and the hospitals in the capital handle ordinary problems well. What the province cannot do is treat a serious head injury, a cardiac event, or a decompression incident. All three end the same way — on an aircraft or a fast craft to Cebu — and the cost of that journey, not the hospital bed, is what a policy is for.

What a Bohol trip exposes you to

Three things account for most of what goes wrong here, and none are what people worry about before arriving.

Roads. More visitors are hurt on Bohol’s roads than by everything else combined. The Circumferential Road is wide and sealed and invites a speed the traffic does not permit, and scooter rental on Panglao is cheap enough that people ride without thinking about the licence in their pocket.

Water. Island-hopping bancas, shore dives, freediving at a drop-off, a dive site an hour offshore. The operators are mostly good; the medical backstop is not local.

Distance. Bohol’s own health planning puts comprehensive medical and surgical services in Tagbilaran City and effectively nowhere else; everything outside the capital is stabilise-and-transfer. From Panglao that is twenty to forty minutes. From Anda or the north coast it is two and a half to three hours, over the roads described above.

The safety guide works through each of those in detail. What follows is the insurance consequence.

Medical evacuation is the main event

Two numbers sit on every policy schedule and travellers routinely read the wrong one.

The medical expenses limit is what the insurer will pay to treat you. The medical evacuation and repatriation limit is what it will pay to move you: from a rural health unit in Jagna to a hospital in Tagbilaran, from Tagbilaran to Cebu, and — if continued treatment abroad is not the right answer — home. Repatriation is that last leg, the journey home under medical supervision, and in the part of the wording nobody reads, the return of remains.

For a Bohol trip the second number is the one that matters. Anything needing a specialist, an intensive care bed or complex surgery leaves the island. Under normal conditions that transfer is a scheduled flight or a fast ferry with an escort. When it has to happen at night, in bad weather, or with a patient who cannot sit upright, it becomes an air ambulance — an aircraft configured as a flying intensive care unit, with a crew — and evacuation then runs into five figures in dollars.

Policies handle this in ways worth knowing before you need them. Most commonly the evacuation must be authorised in advance by the insurer’s 24-hour assistance company, which decides whether the transfer is medically necessary and where it goes; a transfer arranged privately by a relative, without that call, is the one argued over afterwards. Some policies also fold repatriation into the evacuation limit rather than granting it a separate one. Neither is universal, which is the point: the only reliable source is the wording of the policy you are buying.

The check takes two minutes: find the evacuation and repatriation limit on the schedule, and decide whether it would cover an air transfer to Cebu plus a medically escorted flight home.

Diving cover fails in three different ways

Start with the fact that decides everything else: there is no recompression chamber in Bohol. The nearest is the PCSSD chamber in Mandaue City, Cebu. A decompression incident on Panglao is therefore an evacuation before it is a treatment.

Decompression illness is the injury caused by dissolved nitrogen coming out of solution in the body faster than it can be breathed off — the reason ascents are slow and safety stops exist. The treatment is recompression: a sealed chamber pressurised above atmospheric pressure while the patient breathes oxygen. It is time-critical, and the clock runs while the transfer is arranged.

Divers ask one question — is diving covered? — where there are three, and they fail independently.

The activity itself. Recreational scuba is commonly excluded from a standard travel policy unless it appears on a listed schedule of activities, and is typically conditioned on diving within your certification level, with a certified operator, and not alone.

The depth ceiling. Where scuba is covered, the wording usually caps it at a stated maximum depth, beyond which cover stops even for a certified diver. Balicasag’s wall and several sites reached from Panglao sit at depths where that ceiling is a live question.

The chamber. A policy can cover the diving and still not cover hyperbaric treatment, or cover the treatment but not the transfer to reach it. In Bohol that distinction is not academic, because the transfer is the expensive part.

Two related points are easy to miss. Freediving is frequently handled as a separate activity from scuba, so cover for one commonly says nothing about the other — worth checking before a session at Napaling Point. And training dives under instruction sit under a different clause again; if the trip includes a course, read the diving certification guide alongside the policy’s activity schedule.

Dedicated dive-accident membership schemes exist alongside ordinary travel policies and are commonly held in addition to one rather than instead of it, since they cover the diving medicine and not the cancelled flight. DAN Asia-Pacific runs the emergency hotline listed in the safety guide, and its number belongs in your phone regardless of who wrote your policy.

Two habits reduce the chance of testing any of this: dive within your certification rather than within your confidence, and respect the 18 to 24 hour no-fly interval after the last dive, which for most itineraries means the last dive day cannot be the day before the flight home. The diving and marine guide covers the sites and the seasons; Balicasag Marine Sanctuary runs a 150-diver daily cap, two dives per person — the diving here is managed even where the medical geography is not.

The motorcycle exclusion

This is the clause most likely to be triggered on a Bohol trip and the one least likely to have been read.

Most travel policies restrict or void motorcycle and scooter cover on conditions that are easy to breach without noticing. Commonly: the rider must hold a licence valid for that machine in the country of use, the rider and any pillion passenger must wear a helmet, and some wordings add an engine-capacity ceiling above which nothing is covered.

Bohol supplies all three failure points. A valid driver’s licence is mandatory and the provincial tourism office states plainly that enforcers check licences at random. Helmets are required by national law for the rider and the back-rider. Rental shops on Panglao hand over keys without checking either, which is a commercial decision on their part and not a legal opinion about yours.

An International Driving Permit, obtained at home for very little money, removes most of the argument. The habal-habal — a motorcycle carrying a paying passenger — raises a separate question, since some wordings treat riding pillion differently from riding in a licensed vehicle. If any part of the itinerary depends on one, find that sentence.

The stake is larger than a fine. An uninsured motorcycle injury here becomes an out-of-pocket transfer to Cebu: the five-figure exposure described above, with no policy behind it.

Ferries, weather, and what a policy calls a delay

The Cebu–Bohol crossing is cancelled by weather often enough to plan around rather than hope over. The Coast Guard suspends small-craft departures ahead of conditions that still look manageable from shore, and during the southwest monsoon that is routine rather than exceptional. The ferries from Cebu guide covers the operators and the crossings.

The insurance question is narrower than “is bad weather covered”. Trip-delay and missed-connection benefits typically depend on a defined trigger: a minimum number of hours, written confirmation from the carrier, and a causal chain the insurer accepts. Cover for a named storm generally stops being available once the storm has been named, which is why a policy bought while watching a depression develop rarely helps with it.

Two consequences follow. Build a buffer night in Cebu before an international departure rather than relying on a same-day crossing; a buffer costs less than a claim and always works. And if a sailing is cancelled, ask for the cancellation in writing at the counter — that document is what a claim turns on, and it is far harder to obtain from another country three weeks later.

Five clauses worth finding before you buy

Read these in the policy wording, not the comparison table:

  1. The medical evacuation and repatriation limit — the figure, whether repatriation shares it, and whether prior authorisation is required.
  2. The diving clause — certification conditions, the depth ceiling, and whether hyperbaric treatment and the transfer to a chamber are named.
  3. The motorcycle clause — licence wording, helmet condition, engine-capacity ceiling, and how pillion riding is treated.
  4. The adventure-activity schedule — the list appended to the policy naming which activities are covered and on what terms. Canyoning, zip lines, canyon swings and caving commonly appear there with conditions, and an activity absent from the list is usually absent from the cover.
  5. The delay definition — the minimum delay that triggers a benefit, what counts as a covered cause, and what documentation is required.

A framework, not a ranking

This site does not sell insurance and cannot honestly rank products it does not carry. What follows is a way to sort your own shortlist, using the comparison tool or broker of your choice.

A beach week on Panglao. Short trip, ordinary activities, and the realistic exposures are a road accident, a stomach infection and a cancelled flight. A single-trip policy usually fits. Read the evacuation limit and, if a scooter is even a possibility, the motorcycle clause.

A dive trip. The exposure changes. Certification conditions, the depth ceiling, chamber treatment and the transfer to Cebu all become live, and a policy covering the first three but not the fourth leaves the largest number uncovered. Divers commonly pair a travel policy with dive-accident cover.

A long stay, or repeat trips. Multi-trip annual policies and subscription-style cover for long-term travellers work differently from single-trip products — commonly rolling renewal, a cap on the length of any one trip, and different rules about the country you normally live in. If Bohol is becoming a base rather than a destination, that matters more than the headline price.

How a claim actually works from here

Assume reimbursement rather than direct billing. Direct-billing arrangements between international insurers and Philippine hospitals exist but are not something to count on in the provinces, so plan to pay and be repaid — in practice, a credit card with headroom on it.

The order that works:

  1. Get treated, then call. In an emergency dial 117 for TARSIER 117, the provincial disaster office’s dispatch centre in Tagbilaran, or 911 nationally. Then call the insurer’s 24-hour assistance line. For anything that might become an evacuation, call early — authorisation after the fact is where claims fail.
  2. Collect the paperwork before leaving the country. An itemised statement of account, the official receipt, a medical certificate from the treating physician, and any diagnostic reports. For theft, a police or barangay report filed locally. For a cancelled sailing, the carrier’s written notice.
  3. Photograph everything on the spot. Documents collected in person in Tagbilaran take an afternoon; the same documents requested by email from abroad can take weeks, and some never arrive.
  4. Do not sign a settlement with a third party. If a driver or an operator caused the loss, the insurer typically acquires your right to recover from them once it has paid you. That transfer of rights is subrogation, and signing away a claim against the other party before your insurer has paid can compromise your own.

Buy it before you fly

Cancellation cover only functions if the policy predates the event causing the cancellation, and most policies will not cover a trip already underway. Pre-existing conditions must be declared at purchase rather than at claim, and an undeclared one is a common reason for refusal.

Store the policy number, the assistance line and the emergency numbers where they work without a signal — screenshotted, on paper in the bag, left with someone at home. Coverage in Bohol’s interior is thin, and the moment you need those numbers is unlikely to be the moment you have four bars.

None of this is an argument against coming. It is an argument for reading four clauses first, because the province is not the risk. The distance to Cebu is.

Frequently Asked Questions

Do you need travel insurance for Bohol?
Nothing legally requires it for a tourist entry, and that is the wrong test. Bohol concentrates its comprehensive hospital care in Tagbilaran City and sends anything serious to Cebu, so the exposure is the cost of the transfer rather than the cost of the province. Read the evacuation and repatriation limit on any policy you are considering, because that is the line the geography tests.
Is scuba diving covered by standard travel insurance?
Sometimes, partly, and rarely in the way divers assume. Mainstream travel policies commonly treat recreational scuba as an activity that must be listed, capped by a stated depth ceiling, and conducted within your certification level. A separate question is whether hyperbaric treatment and the transfer to a chamber are covered at all. Check all three points in the policy wording rather than the summary page.
Is there a recompression chamber in Bohol?
No. The nearest recompression facility is the PCSSD chamber in Mandaue City, Cebu, which means a decompression incident on Panglao becomes an evacuation before it becomes a treatment. That single fact is the strongest argument for carrying dive-specific cover on a Bohol trip.
Are scooters and motorcycles covered in the Philippines?
This is the exclusion most likely to be triggered here. Policies commonly void motorcycle cover if the rider was not licensed for the machine or was not wearing a helmet, and some wordings add an engine-capacity ceiling on top. A valid driver's licence is mandatory in Bohol and enforcers check at random; helmets are required by national law for rider and back-rider. Rental shops do not reliably check either. Read the two-wheeler clause before you take the keys.
What happens to your insurance if the Cebu ferry is cancelled?
It depends on how the policy defines a covered delay, which is usually narrower than travellers expect. The Coast Guard suspends small-craft departures ahead of weather that still looks manageable from shore, and habagat-season cancellations are routine rather than exceptional. Trip-delay and missed-connection cover typically requires a minimum delay period and written confirmation from the carrier, and cover for a named storm generally stops being available once the storm is named.
How do you claim on travel insurance from the Philippines?
Expect to pay upfront and be reimbursed rather than billed directly. Call the insurer's 24-hour assistance line as early as you can, then collect the paperwork while you are still in the country — an itemised statement of account, the official receipt, a medical certificate from the treating doctor, and a police or barangay report for anything stolen. Claims filed from home without the Philippine documentation are the ones that stall.
