Balicasag Marine Sanctuary

Overview

Balicasag Marine Sanctuary sits off the western coast of Balicasag Island, a small island roughly 8 kilometres southwest of Panglao. Designated as a marine protected area in 1985, it covers approximately 400 metres of sanctuary zone characterised by healthy coral formations and near-vertical reef walls. The protected area hosts clownfish, butterflyfish, parrotfish, and large pelagic schools of jackfish, snapper, trevally, and occasional barracuda.

The sanctuary is known across the diving community for two distinct environments: a shallow coral garden suited to beginners and macro photographers, and the Black Forest wall dive — a steep slope dropping to around 40 metres where black coral is abundant. The Cathedral wall takes its name from shafts of light entering through a cracked cavern ceiling, creating a distinctive underwater atmosphere.

Green sea turtles and hawksbill turtles are regularly encountered at Balicasag. The Panglao local government manages daily access through advance booking and caps diver numbers at 150 per day with a maximum of two dives each.

Location

Balicasag Island is administratively part of Panglao municipality, Bohol. The sanctuary zone is on the island’s western side. The island itself is separated from Panglao Island’s southwestern coast by a roughly 8-kilometre open-water channel.

Getting There

Boats depart from Alona Beach on Panglao Island. The crossing takes approximately 30 minutes depending on sea conditions. Dive operators based on Panglao include the trip and boat transfer in their package pricing. Independent visitors should arrange with a licensed dive shop at Alona Beach — dive boats do not operate on a walk-up basis due to the daily cap system.

Practical Info

Daily diver limit: 150 divers, maximum two dives each. Advance booking through Panglao LGU or accredited dive operators is required. The sanctuary enforces a no-take, no-touch policy. Entry fees are collected at the island and are separate from dive operator charges. Visit during the dry season (December to April) for calmest sea conditions.

What to Expect

The shallow reef garden starts at around 3 metres and suits snorkellers and novice divers. The Black Forest wall dive begins around 12 metres and descends sharply to 40 metres — experienced divers only. Water visibility typically reaches 15 to 25 metres in the dry season. Water temperature averages 27 to 29°C. Sea turtle encounters are common on both the shallow and mid-depth sections of the reef. Jacks and trevallies school in the blue water adjacent to the wall.
