Rudy's Rock

Overview

Rudy’s Rock is a wall dive at Balicasag Island, open to divers of any certification level, with a mix of soft and hard coral over a resident population of pelagic and reef species. Big-eye trevally, snapper, and sweetlips move in schools along the wall, and large green turtles are common enough to count as a near-guaranteed sighting rather than a bonus.

Balicasag has been a protected marine sanctuary since 1985 — the wall sits inside that boundary and is usually paired with the Royal Garden coral garden on the island’s northeast side for a two-dive day. The Panglao local government caps access to the whole island at 150 divers and snorkelers a day, two dives maximum per diver, booked in advance and charged a roughly ₱250 environmental user fee — noticeably higher than the ₱100 or so charged at most other Panglao dive sites, a reflection of how much visitor pressure this one small island absorbs relative to its size.

Getting There

Banca boats depart from Alona Beach, Panglao Island for Balicasag Island (approximately 30–45 minutes crossing). Most dive shops on Alona Beach operate Balicasag day trips that include Rudy’s Rock. A Balicasag Marine Sanctuary entrance fee applies.

What to Expect

Coral cover on the wall is dense after decades of reduced fishing pressure — soft and hard species both, in enough variety that the structure itself is part of the draw. Green turtles are the headline sighting, usually resting on the reef shelf or moving along the wall face; the schooling big-eye trevally add scale and motion to the same stretch of wall.

Balicasag’s shift from working fishing ground to protected sanctuary happened over roughly four decades, and it shows in how confidently the turtles and reef fish behave around divers today — a contrast with less-protected reef sections along the wider Danajon Bank system, which has carried decades of both overfishing pressure and, more recently, community-led protection efforts. Most Balicasag day trips depart Alona Beach early enough to be back on Panglao by early afternoon, leaving time for lunch back in Tawala, where Larsian-style barbecue stalls line the beach road from late afternoon onward.
