Floating cottages of this kind operate in the coastal barangays of Manga and Ubujan, within Tagbilaran City’s municipal waters (which extend up to 15 kilometers from the coastline). They became a local regulatory issue: the Sangguniang Barangay of Ubujan raised concerns about a rising number of floating cottages built in these waters, citing detrimental effects on the adjacent Mabaw Reef Marine Sanctuary, which the barangay described as “a sanctuary for marine life.” Ubujan first tried to regulate the structures with its own barangay ordinance; the City’s Sangguniang Panlungsod then moved (as of March 2021) to pass a unified, city-wide ordinance instead, “for uniformity and equity among all floating cottage operators in the City,” covering public safety and marine-life protection.

Getting There

Tagbilaran City is the main entry point for Bohol, served by Tagbilaran Airport and the Tagbilaran Seaport (ferries from Cebu). The Manga area is approximately 2–3 km from the city centre, reachable by tricycle.
