Overview
Hill Top 360° View Park is a recreational facility in Barangay La Victoria, Carmen, Bohol — the municipality that hosts the largest share of the Chocolate Hills, the karst formation of 1,268 officially counted, near-perfectly conical limestone hills that is Bohol’s best-known landmark. The Chocolate Hills were shaped by uplifted marine limestone weathered over roughly 1.8 to 3 million years, declared a National Geological Monument in 1988, and included on the Philippines’ Tentative List for UNESCO World Heritage status. Hill Top 360° View Park sits within the same rolling karst terrain, on a hilltop about 500 metres off the highway between Carmen and neighbouring Sagbayan.

Carmen itself is a mid-sized farming town of roughly 47,000 people, where coconut and rice cultivation fill the flat valleys between the karst hills and the local economy runs alongside direct employment from Chocolate Hills tourism. The main Chocolate Hills viewing complex, in Barangay Magtangtang, sits about 4 kilometres from the poblacion and draws the bulk of day-tour traffic — Hill Top 360° View Park, tucked into La Victoria off the Sagbayan road, offers a comparable panorama with a fraction of the crowd.

Getting There
From Tagbilaran City, take a bus or van to Carmen (approximately 1.5–2 hours). Jeepneys and habal-habal motorcycles serve barangays within Carmen municipality.

Facilities include villa and standard-room accommodation, rental camping tents (visitors may also bring their own), a fishing pond, and horseback-riding. For comparison, the main Chocolate Hills Complex charges its own separate entrance fee and opens 6 a.m. to 6 p.m., with a steep 214-step climb to its viewing deck — the deck itself partially collapsed in the October 2013 earthquake and was rebuilt and reopened in 2014–2015. Hill Top 360° View Park’s more modest infrastructure means fewer facilities but also none of the crowding or the steep staircase.
What to Expect
Carmen municipality sits within the Chocolate Hills geological formation. A 360° viewpoint in La Victoria barangay overlooks this formation from a different angle, potentially offering views of the Chocolate Hills without the crowd of the main viewpoint complex at Barangay Magtangtang. Local legend explains the hills as debris from a battle between two giants — a story repeated across Carmen and neighbouring towns with no documented pre-colonial textual source; the geological account, uplifted marine limestone weathered into isolated cones over geologic time, is better evidenced.
From the summit, the park looks out over agricultural valleys and the grassy, hill-dotted countryside between Carmen and Sagbayan. Visitors who stop in Carmen town before or after the park can expect sikwate — hot chocolate made from locally ground tablea — as a morning staple, alongside tupig, a grilled rice snack wrapped in banana leaf sold at roadside stalls along the Trans-Central Highway. Both are sold to visitors passing through on the way to or from the main Chocolate Hills complex, and tablea itself, produced from Carmen-area cacao, makes a fitting local souvenir given the landscape’s own chocolate-coloured name.
