Balicasag Island

Overview

Balicasag Island is a roughly circular island approximately 600 metres in diameter, situated 6.5 kilometres southwest of Panglao Island in Bohol. Administratively part of Panglao municipality, the island is encircled by a sandy shell-and-coral beach, behind which coconut palms dominate the low interior. The surrounding reef was declared a marine protected area in 1985, making it one of the longer-established protected marine zones in the Central Visayas.

The island’s reef structure consists of a narrow shelf 10 to 55 metres wide, sitting 3 to 8 metres deep, that drops vertically into depths exceeding 83 metres on the north and northwest sides. Four named dive sites — Cathedral, Diver’s Heaven, Black Forest, and Ruby’s Rock — cover the island’s circumference. The Panglao local government limits access to 150 divers per day, two dives maximum, through an advance-booking system, a constraint introduced to preserve the reef from overuse.

Balicasag is a day-trip destination from Panglao and Tagbilaran, as overnight accommodation on the island is limited to the government-run Balicasag Island Dive Resort, operated by the Tourism Infrastructure and Entertainment Zone Authority (TIEZA). Sea turtles are regular residents. Schooling pelagics — jacks, barracuda, mackerel — are consistent sightings along the walls.

Location

6.5 kilometres southwest of Panglao Island, accessible only by sea. The island is part of Panglao municipality. Pamilacan Island lies further south-east. The 40-minute outrigger crossing from Alona Beach is the standard approach route for day-trip divers and snorkellers.

Getting There

Outrigger pumpboat from Alona Beach, Panglao: approximately 40 minutes. Dive operators based on Alona Beach run scheduled trips; advance booking is required to comply with the 150-diver-per-day cap. Tagbilaran-based tour operators also offer Balicasag day packages that include boat transfer, dive fees, and snorkelling. Solo visitors can negotiate directly with boat operators at Alona Beach, subject to the diver limit.

Diver and snorkeller access is capped at 150 persons per day, two dives maximum, with each operator typically limited to one boat of up to 20 divers per day on a first-come, first-served basis. Advance reservation is required through the Panglao LGU system or a licensed dive operator; the Panglao Municipal Tourism Office (Heritage Complex, Anos Fonacier Circumferential Road, Panglao; +63 38 411 6731; tourismpanglaocentral@gmail.com) is the general LGU tourism contact, though day-to-day permit bookings are typically arranged directly through accredited dive shops rather than the office itself. An Environmental User Fee (EUF) of approximately ₱250 per diver per day is collected, usually paid in advance through the dive operator. Dive guides are mandatory within the marine sanctuary. Snorkellers can access the shallower reef shelf without a dive guide but within the same daily headcount limit. Best dry-season visibility is December to April. Water temperature typically 27–29°C year-round.

What to Expect

A white sand and shell beach encircling a small flat island with coconut cover. The beach itself is attractive for relaxing between dives; the island is compact enough to walk its circumference in under 30 minutes. The primary experience is the reef: vertical walls, black coral formations, turtles, and regular pelagic fish schools. Snorkelling is viable on the shallower shelf sections, particularly on the calmer south and southwest sides. The Cathedral dive site directly in front of the island resort is suitable for entry-level divers with its accessible wall start in 2 to 3 metres of water.
